Torq Thrust II question
I'm thinking about putting 16 x 8's with a 245/50 tire in the front and 17 x 9's in the back with a 275/40 tire. The offset options for the rear are +8 and -11 I believe, will I have clearance issues on a stock 91 RS? and do you think the different size wheel combo would look goofy?

With that setup, the front tires will have a taller sidewall than the rears, personally I think that would make it look goofy. You might like the look better if you were to go with 17's on the front as well.

Re: Torq Thrust II question
How do you drive and where?
I'm a fan of the same size tire front and back unless the car is dedicated to tracks in portion-of-a-mile increments personally. My Impala SS has the same size, my '78 Chrysler has the same size, and my TA has the same size. The ever-so-slight loss of straight-line acceleration is negligible compared to the handling, stopping, and maintenance (ie tire rotation) that one benefits from with all four wheels and tires the same.
Obviously if you disagree that's your prerogative. I just find these cars seemingly meant to run down the highway more than the drag strip.
As far as wheel choices, I've got Torq Thrust II wheels on that '78 Chrysler, in 15x7 with 255/60/15 tires. They're pretty good wheels, but not the most durable. I once saw an old flat-front Ford van with 'em, very low profile tires, and the van caught a piece of a semi-truck bumper that had come off and was laying on the road. The cut went through the tire and well into the rim, so they're clearly a little soft. Be mindful of road debris if you go with a particularly low-profile tire.

I have 17X12(275/40) in the rear with 4th gen axle and 17X10(245/40) in the front...not much in the way of fitment per your question....however goofy? you decide.... i dislike it
