Z28 Speedo will bypass speed limiter?

Z28 Speedo will bypass speed limiter?

I put in a z28 140 speedometer in my 87rs and
had it calibrated, do you think this effects speed limiter since the sensor is on the speedometer the car thinks I'm doing 85 when its really 140 is this possible.
V6 2.8 T5 140 speedo, coolant bypass,manifold, 160 thermostat, 3 inch exhaust,just blown lifters

I have had a 1987 2.8l firebird and it had not speed limiter then... All it would do it to get the speedo needle a bit past 140kph until it hit the stopper but the car itself had no speed limiter!

The speed limiter is in the prom chip it has nothing to do with the seedo.
There fixed it i was sorta drunk when i first posted it

I know the speed limiter is in the prom but clocking pulses are received from the sensor in the speedo.
