CA Emissions or no

Well im going to be buying a performance chip for my ride, and it asks if I have CA emissions or not, I know my car was made in Van Nuys, but im not sure if it has CA Emissions, here is a pic of the 3.1. Thanks

Engine: LH0 3.1L
Look at the under hood Emissions label. At the bottom it will say something like:

This vehicle conforms to CALIFORNIA or FEDERAL regulations for the 1990 model year. Blah blah blah..........

Was your vehicle FIRST SOLD IN THE CALIFORNIA MARKET?
IF NOT you have a federal vehicle.
Without looking at emission hose routing sticker, I'd say you have a federal vehicle anyway.

i know cali has strict emmissions, but what is the actual difference between the two?

MORE THAN LIKELY...
NONE ZERO DIFFERENCE.
I was once told that the low performance engines like this are 50 state compatible.
It was way cheaper to make the entire engine line that way.
IN THE CARB'D DAYS OH BIG DIFFERENCES
Example.
My 1974 Corvette
I have L-48/Auto base drivetrain.
IN 49 STATE configuration from GM plants, my Corvette only required PCV & EGR valve & some timing stuff mixed into distributor for auto upshifting when cold.
That same drivetrain in CA destined vehicle for dealership sale would have had all the above plus smog pump & all that stuff.

Say to this person you have a 49 state car

Usually, the CA cars have a different PROM and air injection. That's about it. Although there are Federal cars with air injection also.
