stuck servo cover

i got the snap ring off the cover ...but the cover itself wont budge ..i tried pulling on it with pliers ..tried turning it with pliers ..tried knocking around the housing and cover with a rubber mallet and still wont move ..is this normal for the cover not to move at all ..im trying to careful with it and not damage it ..im about to use my 18" pipe wrench oh the little circle in the middle and try turning it ,to maybe brake loose the seal ...maybe from 18 years of the seal sitting there it just froze /stuck there ???????? any help plz

Re: stuck servo cover

yeah i know about the o- ring ..but it should pull out far enough to see the o-ring where you can pull on it and cut it ...mine wont pull out at all not even enough to see the o-ring
