700R4 tv cable adjust

i have a 700r4 behind a 400 sbc carbed.
i used the stock 400sbc throttle bracket, so the old tv cable housing wouldn't work, so i got an aftermarket one... did i go bad on that?
what it does is it won't shift t'll 4500rpm (havn't hit overdirve yet). got it in 1st 2nd and 3rd. all does the same thing, so i think i've adjusted it wrong..
it has a double nut to put it throught the hole on the bracket and squish the bracket between the two nuts, then the cable comes out of the houseing and it hooks up to the carb throttle, to adjust, it looks like you can take a allen type nut out and let the cable slide either forward or backwards (tighten, loosen).
how tight should it be? i have it so it's just not sagging between the housing and the throttle. should it be tight? more slack?
secondly, the 700r4 is from 1987 and i disconnected all electronics from it except one wire..

there should be a button on top of the cabel it self !! push the button and open the throtel all the way you should see the cabel move then let off the button and release the throtel and youre adjustment is done

if you've of read carefully, it's an aftermarket tv cable..
there is no button.
anybody else have a universal tv cable in their car?
