3.23s to 3.73s or 4.10s

this isnt a 3rd gen question but i think you all can help anyways, my best friend has a 93 z28 with posi 3.23's. his gears are kind of smoked and getting worn out so hes going to get new ones. hes a daily city driver, not much freeway. what do you suggest for a big performance gain that his car can handle, 3.73's or 4.10's? how will the gas mileage change also?

Engine: 7.0L
Transmission: G-Force GF5R
Axle/Gears: Moser 9"
i am assuming he has a 700r4 and a 26" tall tire. the 3.73's would be great, the 4.10's would be too much though. he should be ok on gas mileage as long as he keeps his foot out of it.

Transmission: 700R4
3.73s would be perfect... 4.10's would show marginal et improvement over 3.73s and for the driving he does (city) they'd kill gas mileage.
