Idle sometimes falls from 600 to 500 rpms; Idle actuator problem?

What might cause the idle not to hold strong at 600 rpm's?
Every now and then the idle get's weak and falls to 500 rpms. It's not cutting off. So not a big issue, but it's fluctuating between 600 & 500 rpms sometimes.

We think it could be 1)The Idle Actuator? located under the throttle body.

It has new fuel injectors, plugs, wires, dist, cap , rotor, maf. 210k miles.

If you have idea's, would like to hear them.
