EGR Valve block plate?

EGR Valve block plate?

My 86 IROC TPI has a block plate over where the EGR valve goes...is this detrimental to the car or no big deal. Im having a nasty bug and I wonder if its related. After running for about 30 to 40 minutes once I come to a stop and let it idle it while often try to die like its outta fuel, and you can stop it, and once it dies it won't restart until its sit and cooled down, then it fires back up, so it seems something is getting hot.

Its not the EGR (or lack of) causing that. I'd start with cleaning the throttle body with some throttle body cleaner and see where that takes you.
