They are the same. TPIS gets them from AS&M. I believe TPIS charges more for them though. I have read about some guys having problems getting them from AS&M (taking forever). You can do a search to find out more about that.

TPIS does some porting/smoothing on the inside of the runners in order to flow a "bit" better.

Also, as others have stated, AS&M actually supply TPIS with their runners and TPIS just re-packages them under their own name. They're both the same thing.
Having said all that, I'd phone BOTH companies ahead of time to double check whether or not they actually have a set in stock. Otherwise, you just might find yourself waiting a ridiculous amount of time for them to arrive. The group purchase I started for AS&M runners on this forum lasted forever it seemed. AS&M took their sweet time building those runners for us and some people waited nearly a year to get theirs. Not cool. You don't want that ending up happening to you so call first to check what their supply is.
From what I've heard, AS&M might actually be ceasing production of their runners all together which means that TPIS would no longer have runners either since their's are built by AS&M. That would leave only Edelbrock and SLP as the two remaining choices unless you wanted to spend the big bucks and go for a complete system like the F.I.R.S.T intake.
For pictures of the AS&M runners (including pictures of their insides) check my signature. As you can see, they're already perfectly smooth on the inside and no porting is required or even possible for that matter.

I used Yahoo, typed "arizona speed and marine" and got the correct address as the first choice. *shrug*
