bad injector?

bad injector?
while troubleshooting some cold start issues, i touched my finger to the top of my injectors to feel them 'firing'. it appears that #3 is not firing at all. #7 & #8 feel faint, but i can feel them (might just be from all the other vibrations in the engine bay).
i'm going to unplug the connector today and check if its getting a signal with my multimeter. if it's getting the signal, is the injector definatley bad, or could it be clogged, thus causing it to not fire? I just ran a can of seafoam through the gas a tank or two ago, also ran half a can of seafoam through the vacuum line, so i dunno if any more fuel injector cleaner would do anything.
i will also note that when i changed my plugs last week, half of them were really black and half looked normal wear.

hmm.... when i pulled the electrical connector off the #3 injector, the idle changed. that makes me think its stuck open vs. stuck closed. i'm sure i'm better off having driven the car like that as opposed to the cylinder being completley dead.
