Really loud whine from fuel pump

Really loud whine from fuel pump
After driving my car for awhile and it's warmed up my fuel pump starts whining really loud,it's quite till then.It always stays running but i can smell fuel too.The tank is building too much pressure which I believe I have traced that down to the purge solenoid on the canister.My question is,what would make the pump scream so loud?Could a bad relay send too much voltage to the pump?It is a 255 Holley pump.It still runs fine but it takes quite a few turns to get it running.Even after I release the fuel pressure from the tank (takes about 10 seconds to empty)It's still loud.

Axle/Gears: Always the good ones
Pump could be an issue.
Something buzzing rattling could be an issue.
Restrictiion in feed or return line could be issue.
Recent fuel filter
Fuel tank vent valve problem? these are there to let fresh air in to displace gas used. If not workling can cause a vacuum and the tank to draw itself in.
Canister purge working right? If its not actually venting to engine, it will build pressure as it gets heated up and vapors collect.

When I pulled the vent under the tank it hissed for about 8 seconds,I'm replacing that.I am replacing the solenoid on the canister.When I pulled the hose off of the hard line on the passenger side frame by the air filter it hissed for about 10 seconds(that was a different time).I may replace the whole canister too.When I pulled the vent valve from under the tank I could blow into it and it would open but it took quite a bit of pressure to open it.

Well I drove to work today without the vent under the tank and it didn't build pressure but the pump still whines so I'm just going to swap out the pump when I do my axle swap.
