Help! Fuel leaking out of fuel tank vent line

Transmission: WC T-5
Help! Fuel leaking out of fuel tank vent line
I have a problem I can't figuire out. Of the four lines coming off of my fuel tank, I know one is fuel feed, one for fuel return, one goes to the charcoal canister, and the other I think is a vent(it is connected to just a small plastic filter or check valve. It is that short line with the plastic valve on the end that is leaking. I pulled the valve off and gas poured out of the line. I can't understand why there is that much fuel in the line. Any Ideas? Please help!

Axle/Gears: Always the good ones
The fuel tank vent valve is there only to let air into the tank to displace the fuel used.
If it is leaking, it is either bad and letting gas out or you have a purge malfunction issue which is letting excessive pressure build up

It must be a purge issue or something, bacause there is a lot of fuel coming from the line. It hapened once before, I thought it was because I overfilled the tank. I drained the vent line, and it stopped for a while. The problem is back now, though.
Next question, how do I diagnose the purge problem and fix it?
