I have yet to do the major tune up due to other problems that needed attention and funds first I am currently getting about 16mpg and I drive rather aggressively - trying to break this habit - So figure an improvement in for more conservative driving and even more after a thorough tune-up
You can dip 13's easy if it's a 350TPI with all of the 'free mods' and basic breathing mods. I'm at about 2000 feet high at the speedway in las vegas and a while back before any repairs or modding and a fuel pump that was knocking on deaths door I managed a 14.98@91.8. I imagine currently I'm solid mid-low 14's due to the amount of reparation and transmission upgrades put in to date.

23 MPG before mods. 26+ MPG after mods (& with 150,000 miles).
I think it is the exhaust that gave the big milege increase. My cats may have been choking the engine some too.
My exhaust consists of cheap Summit shorty headers (1.5"primaries x 2.5" collectors) into 2.25" dual pipes that flow into a Flowmaster Y-Collector immediately behind the transmission yoke then a Hooker 3" system that was made for single cat applications with the front section cut off to fit. I have less than $500 in the whole setup, but it isn't smog legal. Noone checks (or cares) around here though.
