Header Bolt Stripped!!

is the head on the bolt rounded off or are the threads on the bolt stripped?
i will assume that the head is rounded. so yeah i would start with some vice grips (if you can get the in there and turn them) and try to remove the bolt. once you get it out, replace it with a good new one. you could also grind a bit off the outside of the box end of a wrench , so that you will have more clearance between the bolt and the header tube. this may allow you to get on the bolt at a different angle, where the head might not be stripped.
