must be for defroster. I have a 91' with rear hatch motor and without defroster and my struts don't have the straps.

That's exactly what they are for. Mine would pull lose every now and then when I open the hatch. Of course, I wouldn't notice it until I was trying to defrost the back window wondering why nothing was happening. With one of them unplugged, I don't even think the light on the defrost button will come on when you push it.

Here's a "freak" thing on the '86 cars. My right ground connection periodically would loosen and fall off when I open/shut the hatch. Since it has the CHST light mounted on the rear glass like the Corvettes (the only year ThirdGen that did that was '86) the rear defroster will cycle on whenever I hit the brakes. The brake light power grounded back through the defroster relay and energized it. I finally got the correct amount of slack on the wire and got the connector seated well enough to prevent this, but is was a strange one.
As for the fraying, there may not be adequate slack in the wire coming out of the trim panel, and the wire may be chaffing on the trim or in the hatch closure. You should be able to extract some extra wire from the trim panel, splice on a fresh piece with a new connector, insulate the splice, and push the excess back into the trim panel.
