Sounds like the bendix or solenoid.

I make it a habit to always replace the starter AND solenoid at once, never piece by piece.

If the solonoid is out, the starter will spin, but the solonoid will not push the gear out to engage with the flywheel teeth, thus the revving sound.

could need new brushes kinda sounds like the overrunning clutch may be bad its hard to tell...you can go get a "rebuilt" starter at advanced with a lifetime warrenty for like 25$

I have had a lot of problems with my started until I discovered that a bracket was missing. It would keep kicking sideways throwing off the spacing and causing it to grind the teeth. Adjust / install your starter so that it works and measure the gap. If it starts to grind, measure the gap again. If it is in fact moving, you will need to find or make a bracket to keep your starter from pivoting on it's mounting bolts. This is what I did after going through 5 different starters and now I have no problems with it at all.

Definitely sounds like the bendix or solenoid to me too. As mentioned earlier, you can get a rebuilt starter with lifetime warranty very cheap.
