No power less than 2000 rpm

Car: 1990 Trans Am
Engine: 5.7 350 HSR afr195 xfi268
Transmission: T5
Axle/Gears: 3.08 posi
No power less than 2000 rpm

350 hsr + afr 195 heads + xfi 268 cam + 3.08 stock gears + 20" rear wheels

So I believe my lower rpm power band has been affected by all of these factors. As a result, I've been riding my clutch out of first at around 2k rpm(especially up inclines) and now I'm replacing the clutch and etc. I've been fine tuning prom this whole summer and have had fun driving so this problem has been put off until now. I was going to upgrade the oem clutch but before I do so I wanted to correct this problem as best as possible before I reinstall a clutch kit. I'm guessing gears are my solution but wanted to clarify this with the above specs. Thanks for any input and knowledge!

Just updating this ....tune was waaayyy off low rpm. Data logging solved this...sorry to waste thread but wanted an update. Long story short: tpi base tune snuck in over LT base tune somewhere along the line. Still not sure how I missed this but problem solved!
