Car: 1989 Firebird Formula 350

Axle/Gears: 9 Bolt Borg Warner 3.27 gears
I have a fan dilema
Every time when the key is turned just to the RUN position, BOTH cooling fans kick in. And I mean after it has sit all night too. There is no refrigerant in the A/C system as it needs to be charged and the inside temp controls are turned off so I know its not calling for an A/C request from there. The fans run constantly!! I didnt see the fan switch on the passenger side melted and grounding out anywhere, but I dont think that would explain the other fan kicking in unless the passenger fan wasnt working ( which it is ). Any thoughts?

My guess is that a previous owner wired the fans to be on all of the time. In a normally wired '89 TPI the ECM controls one fan while the A/C and head temperature switch controls the other fan.

That's what I thought, but all the wiring is intact and never rigged. In fact, no wires have ever been cut on this car. Go figure. So it's got to be a fault in the factory setup
