Speedo Sticking or not working

Speedo Sticking or not working
This started today. Speedometer was stuck at 0 until I drove the car about a mile. Now it works but it flutters all over the place. Im going to assume the speedo cable is getting stuck in the sheath. How can this be fixed? There is no cable attached to the speedo its just plugged in to the electric panel.
