What's this missing line(tube/pipe)?

New to this forum with an 88 gta.
What's this missing pice of tube/pipe?
It's an 88 firebird gta. The silver part of the line seems to leaking oil from there.
What is that part called?

Your air pump diverter valve is gone, The silver pipe goes down to your Catalytic converter.

Thanks a lot!
Does this affect anything? The car has cut offs right at the middle of the doors.
And why does the silver side of the pipe seems to drip oil? (Inside the pipe had a bit oil)
Is that normal since it's missing?
I have sin other with out it can it be deleted?

You just cut it and close it of at the cat and pull it out. Should not have oil in it maby just condensation?
