Advice on an engine purchase

So I'm looking at buying a 383 stroker locally. I have a cam question before I decide. The engine is from an 87 camaro bored .40 over blah bla.. The guy who built it put a howard cam pn# cl110235-10. This is a retrofit cam and I'm planning to use this engine with a stealth ram. What would be the best option here? the rest of the engine looks good but I can't figure why the guy used that cam. If I decide to get it will I just end up having to swap it out? Also 4800 rpm limit seems a bit weak as well. Not sure what to do here. Any helpful input would be muchly appreciated. Thanks

That does seem a bit tame for a 383 with an HSR. That's very close to what I'm using on a .40 over 350 TPI.

Re: Advice on an engine purchase

Ya I'd put something bigger in there for sure.

A quick search shows a decent one on comp's site:
