With heads like that, I'm sure you'll be running a cam with plenty of overlap, meaning you'll have exhaust reversion, making an EGR system totally unnecessary.

Or just buy a 87-91 corvette base manifold and hook it up externally like a vette.

You don't "need" EGR unless you have testing.

Thanks for the advice guys. TTOP350, thanks for having patience. Unfortunately, I do get visually inspected. So I'm gonna have to downgrade and accept the loss and get a egr featured AFR head. But I do hear good things about the 195's. Can the 195 handle a 383 block?

If it truly is just a visual check you can leave the valve on.. it just opens to a sealed head...

I agree. If the valve is there, and they see it, chances are they may pass it. Not sure how they could functional test it.
Else just do the corvette EGR like said.
195's will make 550hp on a 383 properly setup with large enough cam and intake. 210's support abit more hp and rpm but how much do you really need? 210's fit a 383 well but if the emissions is a concern, dont be worried about the 195's. 195's on my old 383 hauled the mail. Mid 11's in summer heat and very driveable.
