1974 caprice TPI 400

compression, visible spark, air, gas but it wont idle

About a week ago i left it outside the garage now it wont start. If i leave it alone for a hour the plugs will dry and it may or may not catch and idle for about a minute. If it does idle i get no misfires just a ugly choppy low rpm idle. If it doesnt catch and start the plugs get soaked in fuel and it gets harder and harder to start.

Its a TPI 400 so the clear flood mode should kick on but i guess it doesnt. Im not getting any codes. Starting fluid doesnt change anything. The way it idles(when it does) I was thinking the timing chain but i got good comp so im stumped.

 

-parts replaced for problematic reasons are fuel pump, tps, ignition module, ECM and magnetic pickup coil
-brand new fuel filter, air filter, wires, plugs, cap, rotor, and ignition coil just for tune up

I did not do a leakdown test or wet test, the heads are rebuilt
