Fuel tank vent not working? Fuel smell...

Fuel tank vent not working? Fuel smell...
First off, I just installed a new tank/pump/sending unit/filter into my 1991 Formula. I have never run the car until recently (got it as a non-runner). I am sure all of my lines are tight and the tank is sealed, but occassionally I get a whiff of gas when I'm near the back of the car. All of the fuel hoses are new and everything is tight - The only thing I can figure is that maybe the vent is broken and there are fumes coming from it. Does that sound reasonable? I've replaced everything on the fuel system except the hard lines and the flex lines at the rail, but all o-rings were replaced... I'm puzzled.

The cap does not vent on a FI car, only on the carbed cars. When you open it, it will release pressure.
There is a vent system attached to the tank, with a vent on a rubber line held to the top of the chassis - exactly how it works etc. I don't know. Also the evap canister is supposed to collect fumes and such - maybe you have a broken vacuum line or electrical connector to the evap canister?
I've also never walked past any car that I couldn't smell a hint of gas close to the fill.

To check your fuel tank vent valve: If you see fuel leaking from it after you have filled up the tank, then the vent valve is pooched, if your tank is low, remove the rubber hose, and attach another piece to it, then try blowing through it, (go easy on this) if you can pass air through it easily, it's pooched!!
Don't blow through it with shop air, or you will pooch it!!
P.S. You can also do a sniff test at the end of the fuel tank vent valve, if you smell a strong fuel smell, you might as well buy a new fuel tank vent valve!!
P.S.S. If it's also wet with fuel, you need another one!!!
