If it runs and the body is straight than I would say yes. Will it be your DD or a side car?

ONLY way to know for sure it's a 350 is to get the block ID number - everyone with a 305 either thinks they have a 350 or lies about it to up the price.

To put it in prospective I paid $1500 for my 86 IROC w/ a 305 4bbl, auto trans, t-tops all numbers matching and has 160k on the odometer. The car has surface rust and two places where it is rusted clear through. My A/C also doesn't work, but everything else does.
To me a numbers matching car will always be worth more than a car that has had the motor changed out. Also I value body condition more than mechanical since I suck at body work. Your position may be different so ultimately look at what the car will need and how hard it will be to fix whatever you want to change. $1600 is a good price but pay what you feel is appropriate and don't insult the owner or he may tell you to take a hike.
When I sold my 88 GTA I listed it for $3500 because my low end price for the car was $3000 and it wasn't going to leave for any less. I had a guy come and look at it and offer me $1000. I shut the garage and told him to leave and not to call me again. The look on his face was shock and awe and I sold the car for $3200 two days later to another buyer. Don't let this happen to you, but you already said the guy came down to $1600 so I would shoot for the $1200-$1400 range and if he gets mad then settle on the original $1600.
