Depending what year your IROC is you can swap coils with one of the other Camaros. Also make sure there is full volts going to the power wire of the coil.

Ok so you don't have the 86 and older coil in the cap HEI so you can also try swapping the coil with one of the other camaros.
And yes, a weak spark can keep it from running.
Also, a fully charged battery will measure 12.6 volts and 12.3 is cosidered half charged. With the draw of the starter on a weak battery your volts may be dropping that way and not getting enough power to the coil.
So maybe make sure your battery is fully charged, try a coil off on of the other camaros if you can and check volts to the coil.
May also check the wires to the module. Perhaps when you cleaned the cap youmoved the wires a bit. The module is located in the distributor. If needed places like Autozone can test the ignition module for free. You just need to take it out of the distributor.

If it starts with fluid then the ignition is working. You must be having a fuel related issue.
Does it start and run after spraying starter fluid or immediatly die once the fluid is burned off?

And you can hear your fuel pump prime when you first turn the key on?
I wonder if you may have a problem with your cold start injector.

I can't find mentioned in any of my manuals the location of the Thermo Timer Switch. This would send a ground to your cold start injector when the engine temps are low.
I did search the forum and found a couple of threads. Maybe this one will help you.

Then you might look into the cold start injector and its thermo timer switch.
Those two threads I posted the links to should help with that. One went over cleaning the injector and the other I saw mentioned the location of the thermo switch.
You might start by checking for power and a ground to the wires on the cold start injector while the motor is cold. If you have both of those then maybe the injector needs cleaning.
