If your getting spark, fuel, and assuming your getting air (I have actually seen air filters so clogged the motor wouldnt start), then the timing is probably off. I would try checking the timing while cranking the motor over.
Some more info on the car may help though. Mostly, what led to it not starting?

Re: 88 GTA 5.7 TPI will not start!!
I had a hard starting issue once and poor idle quality with the TPI setup. Turned out my distributor clamp actually was broke and would rattle the distributor enough it would adjust the timing constantly and retard it like crazy.
Did you change plugs or pull the distributor out before this happened? I'm just wondering if you have the timing out of adjustment or even the firing order off.

Have you verified the timing is correct?

I had a problem similar to this. I unpluged the mass air flow sensor and it started fine. It was a bad maf sensor. I can't remember if 1988 TPI's still had the maf.

What did the plug look like-was it soaked with gas or
carboned up? Also if you shoot some gas or starting
fluid into the throttle body does the car chuff or pop
like it is trying to start? Exhaust verified as clear?

Did you happen to unplug the maf? The computer has parameters preset for limp home mode. It may start up, but driveability is effected.

Re: 88 GTA 5.7 TPI will not start!!
Several ways to check if there is flow through exhaust:
- rubber band a small plastic sack on each exhaust pipe
and crank-if there is flow the sacks will inflate...
-have someone feel for exhaust "puffs"while cranking
hold throttle partway open for best results...
-take off intake pipe and rubber band a small plastic
sack to the throttle body intake and see if it tries to
suck in while cranking...

Have you checked your throttle position sensor? Could be flooding motor. Technical Article: IAC and TPS Adjustment (on this site) can help with testing.
