idle and timing?

for some reason, when my car is idling high, it wont let me put it into gear (it has a 350 with a 4spd manual) but when i turn the idle idle down, it shifts like a dream. And its been doing this since ive got it. on the quadrajet 4bl i have both pins turned out 1 1/2 turns. sometimes it will idle low and then sometimes it will idle a bit higher an not let me put it into any gear. Could the timing be advnaced to much? or is it a whole different problem?

It should be able to go into gear at any RPM.

You might have a pilot bearing/bushing problem.
