What am I missing here? They seem low on power... what are the limitations? I was expecting 700HP small blocks, but these are about 1.1HP/cid range... Are they only testing at 4000RPM or something?

I dunno, I think there are some limits on the type of parts you can use to keep things fair. To many parts you can just slap on any ford or chevy to make them fast, its more down to skill of the builder. Not is credit card limit.
If you read the info below each team, on the Monday page the Buick team hit 717HP on some after test runs. Why on Tue the Olds is still in first place, Poncho 2nd.

any heads (except race built heads, ie 15*, 18* etc)
any cam (flat tappet or mech tappet, no roller)
any porting.
Huh... I figured they'd be making far more power then that... weird.

Could just be no one is intrested in it, they don't have the time or money to enter. Which I find real hard to believe, I just think there would be allot more teams in it, if its wasn't money.

A few of the write-ups quote the peak HP, which will be much, much higher than the 2500-6500 RPM average. It's also more realistic than peak numbers. Since you won't do yourself any good by making power above 6500 RPMs, they're shooting for more power down low.
I believe they also limited the entries - or, put another way, only accepted certain entries.
Once you recalibrate your brain to the limitations the builders are under and how they're measuring power, you'll realize that these guys are producing some very impressive power.

The DQ's are harsh. Two 5 liter SBC's disqualified for the oil pan they had on. A Mopar for intake bolt pattern.
