Variable venturi insert for heads/intake

I had idea, what if you could make a velocity-sensing venturi valve insert to go in the intake port between the intake and cylinder head. Theoretically, it'd allow large CC intake ports to work well on the street, giving more horsepower, torque, and more importantly on the street, driveability. If anyone has seen something like that, or thinks it's a good idea, I'd appreciate opinions...

A sound theory. A little complicated to pull off in practice. The ZR-1 Vette engine did something along that line with 2 intake ports per cylinder, with only one operating in low power operation.

Varying the length (long for low RPM, short for high) would also tune the pulses for optimum cylinder filling.
