high idle/TBI

92 rs,,has high idle all the time,have checked for v leaks,,didnt see any,,if car has idle control sensor,could this be it
one more question,,has anyone bypassed the smog pump?,any pics of belt would be nice.will bypassing it cause issues in sensors or cpu?
