engine surges??

Specs: 1991 Camaro RS 3.1l V6, stock. 700R4 stock. Flomaster catback, K&N air filters with the TPI air box, and a hollowed catalytic converter.

Problem: Car runs, drives and idles fine. There are no SES lights. Whenever I am driving and slow to a roll before a stop light/sign the RPMS surge really low. It will drop to 300-500rpm and bounce up and down until I come to a complete stop. The more aggressively I brake the more violent the surging. It hasnt stalled out yet but sometimes it feels like it wants to. After I stop it will idle back up to normal (about 800-900rpm). I can take off and drive fine afterwards, no loss of power, no smoke or anything. I'm fairly sure my little v6 isn't cammed and it doesn't miss while driving. But when I have to stop it does the same thing all over again.

Help?
