Jegs Starter Mounting Issue

Jegs Starter Mounting Issue
Hi Everyone,
I'm hoping for some advice. I will try and make this as clear as I can...
I purchased a Jegs 10001 Pow'r starter. It has an adjustable mounting plate and two sets of mounting bolt holes. If I mount the starter using one set of bolt holes, the gear doesn't come close to touching the flywheel. If I use the second set, the gear hits the flywheel and I cannot bolt it up.
I spoke with Jegs and they said I should "shim" the starter. However, the gear is already all the way against the starter when it hits the flywheel. So, I'm not sure how shimming it would help???
This is my first starter-swap, so any advice would be greatly appreciated!

I have a L98 350 block. It had the factory starter on it.

The 2 sets of bolt holes are for the 2 sizes of flywheels/flex plates (you don't have a flywheel, you have a flex plate). One set is for the 14"/168-tooth one, the other is for the 12.8"/153-tooth one. You have the 12.8".
Shims are those strips of metal that came with the starter. They go between the starter and the block. Use the set of bolt holes that puts the starter too close to the flex plate; and then loosen the bolts and add shims, one at a time, until the correct spacing is obtained. If there aren't enough shims supplied with the starter, you can pick up a pack of them at any local parts store.
That starter WILL fit, unless it itself is defective. It fits all Chevrolet V8s. You can be reasonably assured that yours is no different from the other hundred million or so of them. It is however possible, that the aluminum block they stuck on that Nippondenso starter, is improperly machined. Not likely at all, but possible just the same. Exhaust all other explanations (improper installation being the MAIN one) before accepting that one.

So the shims actually act as spacers between the top of the starter mounting plate and the bottom of the block? I guess the more shims you put in, the further down the starter will mount?
