1989 Camaro

me and a buddy just purchased a friends 89 Camaro as a project car. We know the engine is good but we cant get it to start, its sitting in a Walmart parking lot and we would like to be able to just fix it and drive it home rather than tow it.

Power to the entire car.
Brand new Starter.
Brand new battery.
starter doesnt engage when turning ignition (doesnt even click).
tried to pop the clutch, car still wouldnt start (probably did it wrong).

We are thinking it has to be a wire thats not providing power to the starter but was just wondering if you guys could think of anything else.

Since it's an 89, I'd place a hefty bet that the VATS (Vehicle Anti-Theft System) is acting up. When you turn the key on, there should be a light that says "security" that lights up for a couple of seconds, then goes off. If that light stays on, then you have a VATS problem. The car won't crank at all when VATS is enabled. Try looking into that.
