Blowby.... Something is wrong with your rings....
If you plugged up the breather holes and revved it I bet your dipstick will shoot out.
What exactly did you rebuild?

i agree with you 100% on the blowby just having a hard time understanding why, what would your recommendation be as the easy fix?

Have you driven it yet?
I recently put a Ford together (I know... ) and it smoked until it broke in. I have seen a few engines that smoked until the rings seated. Its not a normal thing though.
I would contact the engine builder ASAP. They might try to say that you did an improper break-in though so be prepared to put up a fight.

Here is something silly, This happened to me once and it turned out not to be the rings... it turned out that I had the wrong dipstick and I had put WAY WAY too much oil in the pan. Instead of 5 quarts I put in 8.

i actually just changed the oil in it pit rotella 15w-40 in it and the smoking wasn't quite as bad,it only has 5qts in it,could it be all the lubricants and stuff?i would think that would of went away after the oil change becuz i changed it before i even drove it?

Every engine will have a certain amount of blowby. No such thing as 100% sealed cylinders. That's why PCV systems were invented. Now if you're having problems with pressure blowing out gaskets and such then you may have an issue with too much blowby. Try a PCV system and see if it helps.
Also make sure it's steam instead of smoke.

not having any specs on the cam except knowing it has a 480/480 lift and don't know who made it because there are no numbers on the cam just a colored dot and knowing its a solid lifter cam what would anybody suggest for adjusting the rockers ?right now i have it
.026 and they make some noise and i can move the rocker fairly easy when valve isclosed and the open valve spring is pretty tight?

Run a compression check and see whats up. Also, I would lean it out a little.
Carb or EFI? If its carbed, are you running a Holley? If so, is the power-valve blown out?

With the engine off, I turn both idle mixture screws all the way in and then I back them off 1 full turn. Start the car and set the idle where you want. Then turn the idle mixture screws in until you hear the engine idle speed start to drop then go back 1/4 turn. Adjust the idle mixture screws one at a time.
Another way is to adjust the idle mixture screws while looking at a vacuum gauge. Adjust each screw until you get max vacuum. Again, adjust one idle mixture screw at a time.
