Describe the problem a little more, like does it happen only when hot chicks are watching, or when in a school zone? Only in the rain? Maybe ask a police officer if he sees what the real problem is. It's their job to serve, right? If they're too busy trying to catch speeders, just do it in front of them, and then they'll come over and tell you what's wrong. Have donuts ready, to thank them.

Seems like a lot of times when I go drive, my tires are flinging the rubber off. I always find it on the rear of the car behind the tires, is that bad? Do I need to replace them with some that don't fling rubber so much?

alright, alright, sorry. You weren't being rude, and you had an honest question, everyone has to start somewhere I guess.
With a not very powerful car like yours, it's a bad thing. Means it doesn't have much power, and you can work on making it faster, then it'll burnout harder. Burnouts are fun, until you grow old and bitter, then tire smoke just isn't fun any more. I am going to enjoy my youth for now
Once you get too much power, and it's all tire smoke, you work on adding suspension upgrades to limit the burnout. That gets you from A->B faster, down the quarter mile sorta thing.
So if you upgrade the suspension more so than the motor, you could have a very fast car, that will barely chirp the tires. This isn't all that common though, and I doubt its your case.

could be tires to. maybe they are softer etc. i run kumho 712s. the supras. anywho they are hard until i make them warm. so when i mash it they burn out till mid second gear. now i got the 350 tpi. anywho tire spin is good and bad. bad because it makes you slower off the line, but better because you know your engine is strong and powerful. maybe do a engine swap, or do somting to try and get more power. i dunno how much $, and if you got a 305 tbi, they not bad engines, but they can do with a bit power adders.

I sure hope a L03 can spin the tires, or this was just in my imagination.

That is P255/70/R15s and 3.08 gears. Both tires are spinning.
