harmonic ballancer bolt problem

hey
my brother is swapping in a late 70's 355 into his 86 camaro. we have gotten as far as the ballancer, ive already done this on my car and he's done it on his (they both jumped time) but anyway, the bolt goes in, threads good under no or little pressure, it actually gets pretty tight, (it started to turn the engine over accidentally) and then it slips and goes completly loose again, we tried chasing the threads, i believe the ballancer is on the whole way, and it just does that.
thanks
Joe
