Car: 1988 Pontiac Firebired
Engine: 2.8 MPFI 60 deg V6 (173 ci)
Transmission: Automatic TH700-R4
Horn won't honk
I just noticed it today on arrival at home, i pressed the horn button but nothing happend, I remembered I had to jump start the car about a couple of weeks ago since then i hadn't tried the horn, could I have fried something up? where should i start to troubleshoot my problem?

I would start by checking the fuse first.
If the fuse is ok, then check the little spade connector hasn't fallen off the inside of the horn button (should just pull off unless you have an airbag)
After those things, you're only left with the horn and the wiring. Do you have a meter? Check the button is making contact at the horn end, and that should tell you all you need to know.

the other symptons that occurred:
lighter socket did not work, when the door was opened the light did not turn on,
does that same fuse handle these connections also? fuse burned

Yes, same fuse. Try a new one.
This happened to me also...when I put a new fuse in it blew before I could even let go.
Turned out I had a penny stuck in the cigar lighter socket and it was shorting it out.
