compression
i dont know if you can do this without the motor complete but but i put a compression tester on a couple of the cylinders and turned it over by hand and they all read 0 can you do a test with the block like this or not. its a 350 .30 over new pistons and rings and the rings are lined up right. hope this isnt a stupid question

Are all the rocker arms adjusted properly? A 0 psi reading on the compression guage indicated the valves are open all the time. (rockers set too tight)

nope that wasent it i can sorta hear it leaking from the bottom end could it be beacuse the rings havent seated yet but its weird how its 0 and its hard to turn over on the compression stroke so there has to be somthing.

The air will leak out the ring gaps almost as fast as you can turn it by hand, that is the sound you hear from the bottem. You need a starter and and a good battery on it to turn it fast enough to test the compression.

Roller or flat tappet lifters?

Actually, my lifter question had more to do with cam break-in than performance. As in, if flat tappet, I don't think I'd dink around with this compression test on the stand.
