Engine: 350 TPI (L98)
Transmission: 700R4
A possible crankcase leak
I believe the idling problem I have been having may be due to a crankcase leak between the intake manifold and the block. How would I test this? Would plugging both PCV holes and checking for improvement be an affective way?

A leak between the intake and the block won't cause a perf problem. It will leak oil however.
If you mean a leak between the intake and the heads, that can cause an "internal vacuum leak". You can check for that by plugging the pcv hole and the breather hole on the other valve cover; start eng and check for vacuum building in the crankcase.
I've done this test using the palms of my hand to plug off the pcv valve and breather holes. It's a lot more comfortable on a cold eng.
