Simple vavle question just need a quick answer

Engine: 350, ZZ4 equivalent
Transmission: Pro-Built Road Race 700R4
Axle/Gears: 3.23 Dana 44
Simple vavle question just need a quick answer
I am finishing rebuilding the top half of my engine. I replace the hydraulic lifters because a few were stuck compressed. Anyway I set the valve lash on the new lifters (I am sure I did it right, I have done it many times before on my old lifters) but the valves don't open when rotating the engine the lifters are only compressing when I turn the engine with a wrench. When I turn the engine with the starter the valves go up down fine but the valves don't stay open when I stop cracking. Is this because they are new lifters? I hope you understand what I am saying.

Transmission: T56
Axle/Gears: 12 Bolt
The lifters need the oil pressure of a running motor to stay pumped up to open and close the valves correctly.With you turning it over by hand there is no oil pressure to accomplish this.They are fine.
