Yes, it is supposed to be hooked up. It is not supposed to look like it does in the pic.

The nipple on top of the control valve for the hose is broken off.

I think my mechanic disconnected one of those lines on my car so that I would pass emmissions. It creates a vacuum leak, I guess reducing the amount of vacuum advance applied. It probably is effecting your gas milage for that reason. If you plug it in you should be able to hear the difference in your idle depending on how you have your lines routed. It smoothed out my idle when it was connected.
