IIRC I think 500hp is about the minimum what you need with a well tuned suspension and a sticky/skinny combo.

I think HP is going to be irrelevant, since you'll be going from a dig.
TQ+traction would be what you're looking for.
What that # is, i don't know.

you can do it with less then 400hp at the wheels.
there are ALOT of stock internal LS1s pulling the wheels at the track.
the key is NOT the motor.
the keys are traction, weight, and suspension.
to yank the wheels as quickly as possible: (or atleast pull the drivers wheel)
slicks.
skinnies. (40+ lbs of weight is nothing to sneeze at)
big stall(auto) or deep gearing.(manual)
drag struts/shocks
drag springs
basic weight reduction
if you're not pulling them yet, you're damn close.. you could continue with a shorter TQ arm for a harder hit on the tires.. more weight off the nose, ect.....
and of course, theres always more power.

If one were so inclined they could calculate the force required to do it. Then you could figure out the torque that the tires must apply to do it. But i'm not so inclined to do right now....
