Can has mind of its own

If I'm driving at about 40mph 1300 rpms and let off gas the car still stays at 1300 and keeps driving like it has cruise on if i shift it into N while driving the rpms go up to 1500 without foot on gas. there are 0 vacume leaks when i come to a stop light in N it idles at 1500 then all of a sudden it'll drop to 600 like when i set it. When in gear its at 550 but after drivng a while it'll start up again . TV cable screwed?

Well, for the first question, sounds to me like your throttle might be sticking a bit.
It does not sound normal. As for the second question, if I put mine into 'N' while driving, it also goes to 1500rpm. I think that might be normal. Mine also will drop down from 1500, to normal idle speed once I stop at a light.
