Starter shims

Starter shims
My buddy is trying to replace his starter on his 87 Vette but it sounds like he has the wrong shims or something to that regards. With the original shim it sounds like the starter does not engage the flywheel. Adding another sounds like something is hitting the flywheel. Sounds kinda backwards to me but what do ya'll think?

Is it a rebiult starter??
Is it the right starter??
Sometimes they are rebiult too many times and they just dont/wont line up correctly.
I would try it with no shims, and then add shims as necc., if it keeps getting worse the more you add, get a different starter.
