Lifter valley oil restrictors

What is the purpose for lifter valley oil restrictors? Does the oil level fill up to where the vents are cut into the block and keep the lifters/etc covered in oil? I've never known what the purpose of these were...

(cut from a page of CHP)

They are to force the drainback oil to have only one route to go; which is chosen such that it runs down over whatever the builder wants to oil, and so that it's easy to filter any possible metal chips from the valve train out of it. Keep in mind also, that there also has to be a vent connection between the part of the crankcase where the crank is, and the part in the pic; so those standpipes have holes to allow air movement.

What?!?!? Now that's just crazy talk... Using something that's cheaper and more readily available in place of a more expensive alternative could put those racer parts shops out of business! Don't let anyone else know that Home Depot, Lowes, and (insert corner hardware store name here) are the best places to find hot rod parts.

Plain brass wouldn't be as pretty as blue anodized aluminum when you pull the intake off to show off to all your buddies.
