Cooling System Capacity ? on 87 Formula

Cooling System Capacity ? on 87 Formula
Hi guys,
I have an 87 Formula w/ an LG4, air conditioning, and 5 spd trans. I read that the cooling system was 17 quarts or something in my chilton's manual...when I went to change the coolant I was only able to stuff about 9 quarts or so in the radiator. Does this mean the block holds that much coolant/water?? And if so, how do you figure out a true 50/50 mixture? Thanks,

just drain the rad, dump in a bottle of coolant and fill the rest with water
