Why does my car whine (squal) at high RPM

What kind of a whine? Like a rubbing-metal-on-metal whine? That could be your alternator or water pump taking a dump on you.
Or is it like a belt squealing sound? That will sorta sound like chirping your tires on slick pavement.

Sounds more like a belt sqeal. Hmm Im trying to think if a way to explain it? I gues it could sound like a tire squal but I know its not that. Thanks for all your help hopefully we can figure it out. What happens if the water pump goes?

hey, I would definitely take off the belt and turn both the alternator and wp by hand. The CS series alternators used on the serp. belt systems are bad about the rear bearing going out. (I found this out a few years back in Dec. in Wyoming the middle of the night). They should both turn freely without any slop or drag from the bearings.
