Mine was a little black when it burned out. Just replace it. It's only a $5 part. If your car has been running like crap, mileage is half of what it normally is, and it acts like it's missing, it's likely to be the rotor.

It shouldnt be black. Black and/or green is carbon tracks.. Is it really burned where it contacts the center of the cap or just a little bit of black dust on there? If its just dust, try wiping it off and clean the terminals on the inside of the cap with a little bit of sandpaper, and make sure all the wires are on all the way.

If its burned bad, replace it.
