Well...First thing would be to determine everything you need to get it running again. Evaluate what parts are bad, and what parts are good. If this is a budget rebuild, then you can probably re-use your oil pump pushrods, rocker arms, etc.
I would suggest getting new rocker arm springs, a new cam(obviously), new rings, and probably new crank and rod bearings.
I'd really suggest taking it to a machine shop. You can usually have a motor rebuilt (if you include all the parts) from a reputable shop AND assembled (long block) for around $500 bucks.

yeah i figured i might have to save up and get it machined
i was young and didnt know no better and let my brother pull it out and he took it out and apart and set it on the floor of my garage so its been sitting there for over 2 years
i slowly accumulated the parts needed to at least get it back together and hopefully running
i would rather do as much as i can myself cause im basicly poor lol
it used to be a hell of a car

ive heard things (rumors about them) being rare and all or something but its got a small crack in the rubber
im wondering if its worth keeping or putting on the plastic replacement one?

I'd reccomend picking up the book Building the Small Block Chevrolet by SA Design. It's like $17 @ Summit. I've got it and use it all the time to double check everything...

Damn, those Rubber ones are rare? I had one on my 82 TransAm... wish I had kept it now! It was black, and had sort of a spongy feel to it. It felt like someone put of metal in the shape of a spoiler, and coated the entire thing with rubber.
